CONSTITUTION OF ARNIS SPORTS ASSOCIATION HARYANA

NAME OF THE ASSOCIATION


The name of the organization shall be “Arnis Sports Association Haryana”, hereinafter referred to as the “Association”.

The Association shall be a non-profit sports organization established for the promotion, development, regulation and administration of the sport of Arnis in the State of Haryana.  

REGISTERED / HEAD OFFICE


The Head Office of the Association shall be situated in the State of Haryana at such place and address as may be decided by the competent authority of the Association from time to time.

The Association may establish district offices, affiliated units, training centres, academies and other offices within Haryana as may be necessary for the development of Arnis.

AREA OF OPERATION


The area of operation of the Association shall extend throughout the State of Haryana.

The Association may cooperate and coordinate with recognized national and international Arnis organizations, sports bodies, government departments and other institutions for the promotion and development of Arnis.

NATURE AND STATUS


  1. The Association shall function as a non-profit sports organization.

  2. The Association shall work for the development and promotion of Arnis withoutdiscrimination on the basis of caste, religion, gender, language, region or economic status.

  3. No part of the income or property of the Association shall be distributed among its members by way of profit.

  4. The funds and property of the Association shall be utilized solely for achieving its objectives.

  5. The Association shall maintain transparency, discipline, fairness and good governance in its activities.

  6. The Association shall comply with applicable laws, rules, regulations and requirements of competent authorities.

AIMS AND OBJECTIVES


The aims and objectives of the Association shall include:

  1. To promote, develop and popularize Arnis throughout Haryana.

  2. To encourage participation in Arnis among children, youth, women and adults.

  3. To identify and develop talented Arnis athletes at grassroots level.

  4. To organize District, State and other authorized Arnis competitions, championships and tournaments.

  5. To organize coaching camps, training programmes, seminars, workshops and technical courses.

  6. To provide opportunities for athletes to represent Haryana inrecognized competitions.

  7. To develop qualified coaches, instructors, referees, judges, jury membersand technical officials.

  8. To establish appropriate standards for coaching, judging, refereeing andcompetition administration.

  9. To maintain records of athletes, coaches, referees, judges, jury members, officials and affiliated units.

  10. To affiliate eligible district associations, clubs, academies, institutions and other organizations.

  11. To promote discipline, sportsmanship, fair play and respect for competition rules.

  12. To encourage physical fitness and healthy lifestyles through Arnis.

  13. To cooperate with recognized sports bodies, educational institutions, government departments and other organizations.

  14. To organize athlete development and talent identification programmes.

  15. To facilitate participation of eligible Haryana athletes in recognized national and international competitions through appropriate channels.

  16. To establish and maintain training and development centres where feasible.

  17. To publish rules, regulations, newsletters, educational material and other information relating to Arnis.

  18. To promote the welfare and development of athletes and sports personnel.

  19. To undertake any other lawful activity incidental or necessary to achieve theobjectives of the Association.

MEMBERSHIP


Membership of the Association may consist of:

  1. Founder Members

  2. Patron Members

  3. Life Members

  4. General Members

  5. District Affiliated Units

  6. Club/Academy Affiliated Members

  7. Institutional Members

  8. Honorary Members

The Executive Committee may prescribe eligibility criteria, application procedureand membership fees, subject to approval where required.

ELIGIBILITY FOR MEMBERSHIP


  1. Any person interested in the promotion and development of Arnis and fulfilling the prescribed requirements may apply for membership.

  2. Clubs, academies, institutions and district units engaged in Arnis may apply for affiliation.

  3. Membership or affiliation shall be subject to approval by the competent authorityof the Association.

  4. Every member shall comply with this Constitution, rules, regulations and Code of Conduct of the Association.

RIGHTS AND DUTIES OF MEMBERS


Rights

Eligible members shall have such rights as are provided under this Constitution and applicable regulations, including participation in meetings and elections where they possess voting rights.

Duties

Members shall:

  1. Follow the Constitution and rules of the Association.

  2. Maintain discipline and sportsmanship.

  3. Protect the reputation and property of the Association.

  4. Provide accurate information and documents when required.

  5. Pay applicable membership or affiliation fees.

  6. Cooperate with the Association in promoting Arnis.

SUSPENSION OR TERMINATION OF MEMBERSHIP


Membership may be suspended or terminated for:

  1. Violation of this Constitution or Association rules.

  2. Serious misconduct.

  3. Misuse of the name, logo, seal, documents or property of the Association.

  4. Providing materially false information.

  5. Conduct prejudicial to the legitimate interests of the Association.

  6. Serious violation of competition or disciplinary rules.

No member shall be suspended or removed without being given a reasonable opportunity to provide an explanation, subject to applicable law and disciplinary regulations.

GENERAL BODY


The General Body shall be the principal policy-making body of the Association, subject to applicable law.

It shall consist of eligible members and representatives of affiliated units as prescribed by the Association.

Powers and Functions

The General Body shall:

  1. Approve the annual report.

  2. Consider and approve audited accounts.

  3. Approve the annual budget.

  4. Elect the Executive Committee when elections are due.

  5. Consider amendments to the Constitution.

  6. Approve major policies of the Association.

  7. Appoint or approve an auditor where required.

  8. Consider affiliation and organizational matters.

  9. Consider any other matter properly placed before it.

EXECUTIVE COMMITTEE


The affairs of the Association shall be administered by an Executive Committee consisting of:

  1. President

  2. Vice-President(s)

  3. General Secretary

  4. Joint Secretary/Joint Secretaries

  5. Treasurer

  6. Executive Committee Members

  7. Technical/Disciplinary or other members as may be considered necessary

The number of office-bearers may be determined by the General Body subject to applicable law and requirements of recognized sports authorities.

PRESIDENT


The President shall:

  1. Be the Head of the Association.

  2. Provide overall leadership and direction.

  3. Preside over meetings of the General Body and Executive Committee.

  4. Supervise the overall functioning of the Association.

  5. Ensure implementation of the Constitution, rules and decisions of the Association.

  6. Coordinate with government departments, recognized sports organizations and other institutions.

  7. Exercise a casting vote in case of a tie wherever applicable.

  8. Delegate any of his/her powers to the General Secretary or anotherauthorized office-bearer.

  9. Perform such other functions as assigned by the General Body or Executive Committee.

GENERAL SECRETARY


The General Secretary shall be the Chief Executive and Administrative Officer of the Association and shall have broad executive and administrative powers for the proper functioning of the Association.

The General Secretary shall:

  1. Act as the principal executive authority for the day-to-day functioning of the Association.

  2. Exercise executive and administrative powers necessary for carrying out the objectives of the Association.

  3. Implement decisions of the General Body and Executive Committee.

  4. Convene meetings of the General Body and Executive Committee in accordance with this Constitution.

  5. Prepare agendas, notices and minutes of meetings.

  6. Maintain official records and correspondence.

  7. Manage and supervise day-to-day administrative affairs.

  8. Coordinate tournaments, championships, coaching camps, seminars, workshopsand training programmes.

  9. Supervise affiliated district associations, clubs, academies and institutions.

  10. Maintain records of athletes, coaches, referees, judges, jury members and other officials.

  11. Issue official letters, notices, certificates, authorizations and communicationson behalf of the Association.

  12. Represent the Association before government departments, sports authorities, recognized federations and other organizations when authorized or required.

  13. Coordinate player selection and participation in State, National andInternational competitions.

  14. Constitute committees, sub-committees and technical panels with the approval of the President/Executive Committee wherever required.

  15. Take necessary administrative decisions in urgent matters in the interest of the Association, subject to applicable rules.

  16. Supervise the work of other office-bearers in administrative matters.

  17. Maintain custody of official records, documents and the Association's official seal.

  18. Execute agreements, correspondence and administrative documents on behalf of the Association within the authority granted under this Constitution.

  19. Coordinate financial and administrative matters with the Treasurer.

  20. Ensure continuous functioning of the Association.

  21. Exercise powers delegated by the President or Executive Committee.

  22. Perform all other functions necessary for the proper administration of the Association.

Special Executive Authority of General Secretary

The General Secretary shall have authority to take routine executive and administrative decisions necessary for the continuous functioning of the Association.

In urgent matters where prior meeting of the Executive Committee is not reasonably practicable, the General Secretary may take necessary interim administrative action in the interest of the Association, provided that such action remains consistent with this Constitution and applicable law and is reported to the competent authority at the earliest opportunity.

The President and General Secretary shall work in coordination. The President shall provide overall leadership, while the General Secretary shall be responsible for executive implementation and day-to-day administration.

VICE-PRESIDENT'S


The Vice-President(s) shall:

  1. Assist the President and General Secretary in the administration of the Association.

  2. Perform duties assigned by the President or General Secretary.

  3. Preside over meetings or activities when specifically authorized.

  4. Assist in coordination of competitions, districts and development programmes.

  5. Perform such other functions as assigned by the Executive Committee.

JOINT SECRETARY


The Joint Secretary/Joint Secretaries shall:

  1. Assist the General Secretary in administrative work.

  2. Coordinate correspondence and organizational activities as assigned.

  3. Assist in organizing competitions and programmes.

  4. Maintain records and reports as assigned.

  5. Perform duties delegated by the General Secretary or Executive Committee.

TREASURER


The Treasurer shall:

  1. Maintain proper books of accounts.

  2. Receive and deposit Association funds into authorized bank accounts.

  3. Maintain records of income and expenditure.

  4. Prepare financial statements and budgets.

  5. Present accounts for audit.

  6. Ensure that payments are made only against authorized expenditure.

  7. Maintain records of assets and liabilities.

  8. Work in coordination with the President and General Secretary.

  9. Perform other financial duties assigned by the Executive Committee.

TECHNICAL COMMITTEE


The Association may constitute a Technical Committee consisting of qualified and experienced persons.

The Technical Committee may advise on:

  1. Competition rules.

  2. Player eligibility.

  3. Coaching standards.

  4. Refereeing and judging.

  5. Technical officials.

  6. Training camps.

  7. Athlete development.

  8. Equipment and safety standards.

  9. Competition procedures.

  10. Selection-related technical matters.

REFEREES

  1. Referees shall be appointed from among qualified, trained and eligible persons.

  2. Referees shall conduct bouts/matches in accordance with applicable Arnis competition rules.

  3. Referees shall maintain impartiality, discipline and fairness.

  4. Referees shall have authority to enforce the rules within the field of play.

  5. Referees may issue warnings, penalties, stoppages or disqualifications where permitted by the applicable rules.

  6. Referees shall complete required bout/match reports and official records.

  7. Referees shall not allow personal, club, district or other affiliations to influence their decisions.

  8. The Association may prescribe grades/categories and certification requirements for referees.

JUDGES

  1. Judges shall be appointed from qualified and trained technical officials.

  2. Judges shall perform their duties according to the applicable Arnis rules and scoring system.

  3. Judges shall independently record scoring or technical decisions.

  4. Judges shall maintain impartiality and confidentiality of official records.

  5. Judges shall not participate in an official decision where a direct conflict of interest exists.

  6. The Association may conduct examinations, courses and certification programmes for judges.

  7. The Association shall maintain a register of certified judges.

JURY / TECHNICAL JURY

  1. The Association may constitute a Jury/Technical Jury for State Championships and other competitions conducted under its authority.

  2. The Jury shall consist of suitably qualified and experienced technical officials.

  3. The Jury shall supervise the technical conduct of competitions within the authority granted to it.

  4. The Jury may examine technical protests, objections and complaints submitted in accordance with applicable competition rules.

  5. The Jury may examine scoring sheets, referee reports, official records and other competition documents.

  6. The Jury may provide technical decisions or directions in accordance with the applicable rules.

  7. Jury members shall act independently, impartially and without discrimination.

  8. A Jury member having a direct conflict of interest shall not participate in deciding that particular matter.

  9. The composition, powers and procedure of the Jury may be prescribed throughseparate Technical Regulations.

  10. Decisions of the Jury shall be recorded wherever required under the competition regulations.

APPOINTMENT AND CERTIFICATION OF TECHNICAL OFFICIALS


  1. The Association may conduct courses, examinations, workshops and certification programmes for Referees, Judges and Jury/Technical Officials.

  2. Different grades or categories of technical officials may be prescribed.

  3. The Association shall maintain a register of certified technical officials.

  4. Technical officials may be appointed for competitions based on qualification, experience, availability and applicable rules.

  5. A technical official may be suspended from officiating duties for proven misconduct, serious violation of rules, conflict of interest or other disciplinary reasons, subject to fair procedure.

  6. The Association may recognize or accept technical qualifications issued by recognized national or international Arnis organizations, subject to verification and applicable rules.

SELECTION COMMITTEE


The Association may constitute a Selection Committee for selecting athletes to represent Haryana.

The Selection Committee shall consider:

  1. Performance in recognized competitions.

  2. Eligibility of the athlete.

  3. Fitness and participation requirements where applicable.

  4. Technical performance.

  5. Applicable competition rules.

  6. Other transparent criteria prescribed by the Association.

The Selection Committee shall maintain appropriate records of selection decisions.

DISTRICT ASSOCIATIONS AND AFFILIATED UNITS


District associations, clubs, academies and institutions may apply for affiliation with the Association.

Affiliated units shall:

  1. Follow the Constitution and rules of the Association.

  2. Maintain proper records.

  3. Conduct activities according to applicable rules.

  4. Submit reports when required.

  5. Pay prescribed affiliation fees, where applicable.

  6. Maintain discipline and sportsmanship.

  7. Not represent themselves as the State governing body of Arnis in Haryanawithout authorization from the Association.

The Association may suspend or withdraw affiliation for violation of its rules after following an appropriate procedure.

COMPETITIONS AND CHAMPIONSHIPS


The Association may organize:

  1. District Championships.

  2. Haryana State Championships.

  3. Ranking competitions.

  4. Selection trials.

  5. Coaching camps.

  6. Referee/Judge examinations.

  7. Demonstrations and seminars.

  8. Other recognized Arnis events.

All competitions shall be conducted according to applicable technical and safety rules.

PLAYER ELIGIBILITY


Athletes participating in competitions conducted under the authority of the Association shall meet the eligibility requirements prescribed by the Association and applicable competition regulations.

The Association may require appropriate documents for age, identity, domicile, affiliation and other eligibility requirements.

DISCIPLINE AND CODE OF CONDUCT


All athletes, coaches, referees, judges, jury members, officials, members and affiliated units shall maintain discipline, integrity and sportsmanship.

Disciplinary action may be taken for:

  1. Serious misconduct.

  2. Unsportsmanlike behaviour.

  3. Abuse, harassment or threatening behaviour.

  4. Match manipulation or other competition-related misconduct.

  5. Misrepresentation or submission of false documents.

  6. Misuse of Association property or identity.

  7. Violation of competition rules.

  8. Violation of this Constitution or duly adopted regulations.

Any disciplinary action shall follow an appropriate and fair procedure.

ATHLETE SAFEGUARDING


The Association shall seek to maintain a safe and respectful sporting environment.

The Association may adopt policies relating to:

  1. Child safeguarding.

  2. Prevention of harassment and abuse.

  3. Athlete protection.

  4. Safe training environments.

  5. Complaint and reporting procedures.

  6. Protection of vulnerable participants.

Such policies shall be consistent with applicable laws and recognized sporting standards.

MEETINGS


Annual General Meeting

The Association shall hold an Annual General Meeting every year.

The AGM may consider:

  1. Annual report.

  2. Audited accounts.

  3. Budget.

  4. Elections, where due.

  5. Appointment/approval of auditor.

  6. Amendments.

  7. Other matters included in the agenda.

Special General Meeting

A Special General Meeting may be called by the Executive Committee or upon a written request by the required number/proportion of eligible members.

Executive Committee Meeting

The Executive Committee shall meet as necessary for conducting the affairs of the Association.

NOTICE OF MEETINGS


Reasonable prior notice of meetings shall be provided to eligible members.

The notice shall specify the date, time, place/mode and agenda of the meeting.

Meetings may be conducted physically, electronically or through other legally permissible means.

QUORUM


The quorum for General Body and Executive Committee meetings shall be as prescribed by the Association's applicable rules and, where required, approved by the General Body, subject to applicable law.

ELECTIONS


  1. Elections shall be conducted in accordance with this Constitution and applicable law.

  2. Elections shall be fair and transparent.

  3. Eligible members shall exercise voting rights according to the applicable election rules.

  4. An Election Officer/Returning Officer may be appointed where necessary.

  5. Election procedures may be prescribed through separate Election Regulations.

  6. No person shall hold office contrary to applicable law or mandatory requirements of a competent authority.

TENURE OF OFFICE


  1. The tenure of the elected Executive Committee shall ordinarily be five years, unless applicable law or the rules of a recognized competent sports authority prescribe otherwise.

  2. Office-bearers may be eligible for re-election subject to applicable rules.

  3. The term shall commence from the date of election or such other date as legally prescribed.

FINANCE


  1. The financial year shall be as prescribed by applicable law.

  2. The Association shall maintain bank account(s) in its name.

  3. Bank accounts shall be operated by authorized office-bearers in accordance with the financial rules approved by the Association.

  4. Proper books of accounts shall be maintained.

  5. Expenditure shall be incurred only for lawful Association activities.

  6. Financial records shall be maintained transparently.

  7. The Association may establish financial procedures through separate regulations.

SOURCES OF INCOME


The Association may receive funds from lawful sources, including:

  1. Membership fees.

  2. Affiliation fees.

  3. Tournament and event fees.

  4. Donations and contributions.

  5. Grants and assistance.

  6. Sponsorships.

  7. Training and educational programmes.

  8. Publications.

  9. Other lawful sources consistent with the objectives of the Association.

AUDIT


  1. The accounts of the Association shall be audited annually by a qualified auditor where required.

  2. The auditor shall examine the books and financial statements of the Association.

  3. Audited accounts shall be presented before the competent General Body.

  4. The Association shall comply with applicable statutory financial requirements.
